A pool is a landscape, structural and services problem before it is an aesthetic one. Levels, retaining structure, plant location, drainage and the run of pipework all have to be resolved against the site, and they are far cheaper to resolve on paper than in the ground.
In this climate the structure around the water decides how many months a year it gets used. A shelter, an enclosure or a covered entertainment area is usually what turns a pool from an August object into something used most of the year.
