A loft conversion is the only way of adding a substantial room to a house without giving up any garden. In a county where gardens are part of why people bought the house, that argument sells itself.

The question is whether your loft will actually take one. Planning permission is usually the easier half of the problem — a large proportion of loft conversions fall within permitted development, subject to conditions. What stops schemes is the roof itself, the staircase, and building regulations.

So start there.

The feasibility test you can do this afternoon

Take a torch and a tape measure into the loft.

Head height. Measure from the top of the existing ceiling joists to the underside of the ridge. Then remember that you will lose height at both ends: a new floor structure sits above the existing ceiling, and insulation and lining come below the rafters. The usable finished height is always less than what you measure, often considerably. What matters is not the height at the ridge but how much of the floor area has genuinely usable height, and whether there is enough of it in the right places — you can put storage under a low eaves slope, but not a bed you have to sit up in.

Roof pitch. A steeper roof produces more usable floor area for the same footprint. A shallow pitch on a wide house can produce a room that is technically possible and practically disappointing.

Obstructions. Water tanks, chimney breasts, soil vent pipes, structural elements, and anything that would need relocating. All movable. All cost.

Where the stairs land. This is the one people forget and it kills more schemes than head height does. A staircase to the loft has to start somewhere on the floor below, arrive with adequate headroom at the top, and comply with the rules on pitch and going. The space it consumes is real: you are converting a landing, a corner of a bedroom, or a chunk of a hallway. If the only workable position destroys the best room on the first floor, the conversion may not be worth doing. Work out the staircase before you get excited about the loft.

If those four look promising, the project is likely to be feasible. If two of them look marginal, get a proper assessment before spending anything.

Trussed roof or cut roof

Look at what is holding the roof up. It makes a substantial difference to cost and design.

A traditional cut roof — rafters, purlins and struts, assembled on site — is the easier case. The centre of the loft is usually reasonably clear, and the structural work is a matter of supporting the roof while the floor is upgraded and any obstructions are removed. Older properties across Norfolk generally have these.

A trussed rafter roof — prefabricated W-shaped or fan-shaped trusses, common in houses built in the later decades of the twentieth century onwards — fills the loft with timber by design. The diagonal web members run right through the space you want to occupy. This does not make conversion impossible; it makes it a structural project. The load path has to be replaced with something else, typically steel, before any truss member is cut. That work has to be designed by a structural engineer and it costs real money.

Nobody should cut a truss on the basis of a hunch. It is holding the roof up.

Rooflights, dormers, hip-to-gable and mansard

Four ways of getting light and height into the space, in ascending order of intervention and of planning sensitivity.

Rooflights sit in the plane of the roof. They add light without adding height or floor area. They are the least intrusive option in planning terms and often the most attractive on a period property — but a rooflight-only conversion only works where you already have the head height.

A dormer projects from the roof slope, creating full height and usable floor area beneath it. A rear dormer is the most common loft conversion in the country. It is also the element most likely to attract planning attention, because a large flat-roofed box on a roof is easy to do badly.

Hip-to-gable replaces a sloping hip end with a vertical gable, converting a triangular dead end into usable volume. It works well on semi-detached and end-terrace houses with hipped roofs, and it changes the appearance of the house from the street, which is a planning consideration.

A mansard rebuilds the roof profile entirely. It produces the most space, it is the most expensive, and it is the most likely to need full planning permission.

When permission is needed

Many loft conversions fall within permitted development. That allowance is conditional, and the conditions are what matter.

In principle, permitted development for a loft tends to be constrained by a volume allowance for additional roof space, by restrictions on anything projecting forward of the roof plane on the principal elevation, by height limits relative to the existing ridge, by requirements on materials being similar in appearance to the existing house, and by rules on side-facing windows. We do not publish the current figures, because they are amended periodically and an out-of-date number is worse than no number. Check the current government technical guidance, and check it against your specific house.

Permitted development for lofts is removed or restricted in several situations that are common in Norfolk:

  • Conservation areas and other designated land, where dormers and roof alterations facing a highway are typically not permitted development
  • Listed buildings, where consent is required for the works regardless
  • The Broads, which is designated land and where the Broads Authority is the planning authority
  • Article 4 directions, which can remove rights across a defined area
  • Flats and maisonettes, which have no householder permitted development rights
  • Planning conditions on modern estates, which frequently remove permitted development rights across the whole development
  • A previous conversion or extension that has already used part of the volume allowance

Where the work is permitted development, we still recommend applying for a lawful development certificate. It is the evidence your buyer's solicitor will ask for.

Building regulations decide more schemes than planners do

This is the honest headline of the article. Planning permission asks whether the outside of your house is acceptable. Building regulations ask whether the inside is safe, and that is where loft projects actually run into difficulty.

The issues that recur:

Fire escape. Adding a second-floor habitable room changes the fire strategy of the whole house. That typically means a protected escape route down the stairs to a final exit, fire-resisting doors to rooms opening onto that route, and alarm provision. A converted loft that opens onto an open-plan stairwell is a common and serious problem. This requirement does not stop at the loft door — it can force work on the floors below, and clients are frequently surprised by that.

The floor. Ceiling joists were sized to hold up a ceiling and a bit of storage, not to carry people and furniture. A new floor structure is almost always required.

The staircase. Rules on pitch, going, headroom and guarding apply. There are limited allowances for space-saving stairs in specific circumstances, and they are more limited than the internet suggests.

Insulation and ventilation. The roof has to meet current thermal standards without trapping moisture in the structure, and the new room needs adequate ventilation. On an older roof this needs designing rather than assuming.

Every one of these is solvable. All of them cost, and all of them are far cheaper to resolve on paper at design stage than to retrofit after a builder has started.

Bungalows are a special case, and a good opportunity

Norfolk has a lot of bungalows, and many are prime candidates. A bungalow loft conversion can nearly double the accommodation without extending the footprint at all, and the staircase problem is usually easier to solve because the ground floor plan has more room to give.

The variables are the same — cut roof or trussed, pitch, head height — but the prize is larger. Chalet bungalows, which already have partial first-floor accommodation, are often the best value of all, because part of the structural work has already been done.

A worked example

Our loft conversion at Strumpshaw, in Norfolk, combined a loft conversion with a single-storey extension. That pairing is common and it is usually the right way to think about it: the loft adds bedrooms, and the ground-floor extension adds the living space that the extra bedrooms then demand. Doing both as one project means one set of drawings, one application, one contractor and one round of disruption, rather than two of everything two years apart.

On value: a well-executed loft conversion generally adds to what a house is worth, but the figure quoted in newspaper articles is not a fact about your house. It depends on the local market, the quality of the work and whether the room is genuinely usable. Ask a local agent about your street rather than trusting a national percentage.
